Victor Hugo Garay Jr. has been identified by authorities as the victim in a rollover two-vehicle incident that occurred in Bakersfield on May 16. Mr. Garay, 30, was a passenger in a Honda that was driving on Highway 99 southbound prior to 11:00 p.m. The driver, 22-year-old Efrain Echevarria, is suspected of having been under the influence of a substance, apparently lost control of the car, causing it to roll over. A FedEx truck was also found having rolled over, though it has not been established that the two vehicles actually collided. Mr. Garay perished at the scene from his injuries, reports say. Echevarria has been arrested on charges of a DUI and gross vehicular manslaughter.
