Thomas Utu has been identified by authorities as the victim in a big rig collision that took place in Vacaville on February 13. Mr. Utu crossed in front of a semi being driven on Highway 80 near Alamo Drive. Authorities believe that the truck’s driver, Martin Ponce, saw the victim but did not have time to stop. Mr. Ponce reportedly remained at the scene and cooperated with authorities. The incident is being investigated by the California Highway Patrol (CHP). Mr. Utu was 37-years-old.
