Rogelio Merlan has been identified by authorities as the victim in a pedestrian collision that took place in Perris on November 9. Mr. Merlan, a 53-year-old resident of Moreno Valley, was walking on the side of the road near the intersection fo Dunlap Drive and San Jacinto Avenue at about 7:00 p.m when a vehicle allegedly driven at a high speed by Lizbet Diaz, a 27-year-old Riverside resident, hit two vehicles that were parked, eventually striking Mr. Merlan, who died at the scene. Ms. Diaz received minor injuries and was charged with a DUI and second-degree murder.
