Rafael Castaneda has been identified by authorities as the victim in a collision that occurred on August 22 in Madera. Mr. Castaneda, a 27-year-old local resident, was driving a late 20th century Honda Civic southward on Tozer Street at about 7:00 a.m. Meanwhile, Mario Santos Perez, 21-years-old and also Madera resident, was driving a Dodge Ram pickup truck heading north. Police allege that Mr. Perez was driving at a high-rate of speed. The two vehicles crashed head-on into each. Mr. Castenada tragically died at the scene while Mr. Perez was reportedly uninjured. Police are alleging that distracted driving played a major role in the crash as well as speed. Moreover, the man has multiple DUI arrests in his past as well as a drug charge. He has been charged with gross vehicular manslaughter and with violating his probation. The case remains under investigation.
