Phala Neuo has been identified by authorities as the deceased in a car collision that occurred around 3:30 a.m. on March 30 in San Francisco. Very little information about the automotive collision is available, but it apparently occurred in the city’s Potrero Hill area, near the intersection of Vermont Street and Cesar Chavez street. Ms. Neuo was taken by first-responders to an area hospital where she later succumbed to her injuries. Ms. Neuo, a resident of Richmond, was 31-years-old and the mother of four.
